The Twain Which Don't Meet

On page five, we have a chart showing people in the State Department who have input on Middle East policy. Unfortunately, "input" has to be the word, rather than "impact." There is a great deal of knowledge and insight represented on the chart, at the working level. But it is a sad truism that those who have the knowledge don't have the power to decide, and that those who have the power don't know. There ought to be a way to get these twain to meet more often.
